    Mk/Uses/python.mk: Switch to Python 3.11 as default

    The switch is a collective effort of Wen Heping, Alastair Hogge,
    Muhammad Moinur Rahman, Antoine Brodin, Vladimir Druzenko,
    Thomas Zander, Daniel Engberg et al.
