Patch for libgeotiff

* Add GitHub to MASTER_SITES and use download.osgeo.org as fallback, remove
obsolete LOCAL dist location
* Switch to CMake
  Improves build times
  Less dependencies both build and port
  Makes port Makefile less cluttered

Compile tested on FreeBSD 14.0-RELEASE (amd64) (make, make check-plist)
Poudriere testport OK 14.0-RELEASE (amd64)
Poudriere testport OK 13.2-RELEASE (amd64)

Tested with following consumers in Poudriere (13.2-RELEASE amd64):
databases/grass8
graphics/gdal
graphics/librasterlite2
graphics/ossim
math/pdal
misc/vxl
science/gnudatalanguage
