Please use devel/valgrind-devel, this should work with FreeBSD 13.3.

My policy with Valgrind is to only have the official releases in devel/valgrind
and to put anything else into devel/valgrind-devel.

I also almost never bother with FreeBSD port patches, it is much easier for me
to push changes upstream and then just update valgrind-devel with a snapshot
version.
