Patch for riscv-isa-sim

* Define LICENSE_FILE
* Update compiler requirements (defines -std=c++2a)
* Fix versioning (remove build dep on bash)
* Don't override framework C/CXXFLAGS
* Simplify port

Poudriere testport OK (13.2-RELEASE, amd64)
