This sounds reasonable.  I propose that you do the following:

 - define the license in the port using our license framework
 - make sure to configure the permissions to have no-dist-sell and no-pkg-sell
 - add a pkg-message pointing out the license situation

Please also address the other issues with the port I raised.  I can then
proceed with a build test.
