Upgrade to version 3.45.0
This is added:
  - The SQLITE_DIRECT_OVERFLOW_READ optimization is now enabled by default.
  - The use of -DSQLITE_STRICT_SUBTYPE=1 is a recommended compile-time option
for every application that makes use of subtypes.
