mailwrapper (8) states that its configuration "is kept in
${LOCALBASE}/etc/mail/mailer.conf or /etc/mail/mailer.conf" and this actually
worked in 13.2. 14.0 seems to heed only /etc/mail/mailer.conf, which violates
the principle of least astonishment and is contrary to the documentation.
