i may have been unclear. i just wanted to clarify that the historical behavior
of the MAKEFLAGS "feature" to infer options is [almost entirely] never what is
wanted or expected when crossing boundaries between an outer bmake system of
operation and a gmake subsystem. thus, its omission from our WRK_ENV.
