git diff - re-enable VERBS on non-armv7

Hi,

I noticed that the solution of bug #283169 disabled option VERBS by default for
all non-armv7 architectures also.
I think the attached patch is a better solution. (On top of the change that got
into the ports tree via the other issue.)
