misc/vxl contains and installs a bundled copy of "bzip2/libbzip2 version 1.0.8
of 13 July 2019" including header files. 

$ pi -ql vxl-3.3.2_3 | grep bz
/usr/local/include/vxl/v3p/bzlib/bzlib.h
/usr/local/include/vxl/v3p/bzlib/bzlib_private.h
/usr/local/lib/libbzip2.so
/usr/local/lib/libbzip2.so.3.3
/usr/local/lib/libbzip2.so.3.3.2.0

When the package is installed, other ports will detect this instance during
build and silently link to it. From my local experiences, affected ports were
at least:

* archivers/libzip
* print/freetype2
