wine-devel itself 9.13 works, thanks for that!
Now it works or "fails" the same way like normal wine with a broken FFXIV
launcher.

This means for now you need proton to run the launcher, which will fail to run
the game itself.

Since this seems to be a FreeBSD problem I'd like to keep this open for now
even if there is a low chance for someone to actually find the solution.
