It's a bit hard to make with all the Makefiles upstream uses for build. This may not however be feasonable in all causes, since I don't have in depth knowledge of (Open)BLAS and consumers of it I asked if it was something that could be improved. Robert mentioned a possible reason why it passes flags as it does during build so we can probably ignore this issue.
