This adds a port for rs-aggregate (https://github.com/ktims/rs-aggregate), an
upwards of 100 times faster drop-in replacement for net-mgmt/aggregate6.

Tested on 13.2-RELEASE-p4 (amd64) but there's no reason it shouldn't work on
other platforms as well.

The usual QA steps and portlint report OK.
