Buildbot fails to run with the following error:

pkg_resources.DistributionNotFound: The 'Twisted<=22.10.0,>=18.7.0'
distribution was not found and is required by buildbot

The package runtime dependencies require py39-twisted>=17.9.0, but buildbot
seems to check for Twisted<=22.10.0, which fails with the current py39-twisted
port (version 23.8)
