Patch for c-ares

Compile and runtime tested on FreeBSD 13.2-RELEASE (amd64) (make, make
check-plist, make test)

Poudriere testport OK 12.4-RELEASE (amd64)
Poudriere testport OK 13.2-RELEASE (amd64)
