When initializing postgesql15-server on 14.0-RC2, it fails. It says:
performing post-bootstrap initialization ... 2023-10-25 16:02:36.789 EDT
[62597] FATAL: could not load locale "sr_YU.ISO8859-5"
2023-10-25 16:02:36.789 EDT [62597] STATEMENT: SELECT
pg_import_system_collations('pg_catalog');
... now poudriere compiled the port just fine --- but that doesn't create a
database and thus doesn't init the database.
With some googling, I've come up with this url. Not very satisfactory, but at
least someone else is thinking about it.

I am not sure if this is 14.0-RC2 related or more general just psql-15 related.
