A patch to update the port to 1.3.0-20231018

On master (1.3-dev) branch, an important issue #333
(https://github.com/viewvc/viewvc/issues/333) was fixed. The issue was on
forbidden and forbiddenre authorizer which should hide paths or repositories
from users, and it had entirely broken on porting to Python 3 (no releases is
affected).

I think this is very important issue, so this port should be updated.
