patch Makefile

Building and installing manpages of dns/bind918 and dns/bind-tools doesn't
depend on sphinx and gmake. Remove unnecessary dependencies.

I tested it with all combinations of DOCS and MANPAGES turned on and off using
a fresh installation of FreeBSD 14.0-RELEASE and latest ports tree.

The problem reported in #270286 (fix build without MANPAGES) does not seem to
exist anymore.
