Updated GCC MinGW toolchain to 10.0.0 + GCC-12

Hello,

I started to update the GCC patch from Damjan Jovanovic (with patches from Alex
S) to MinGW-w64-10.0.0 and GCC-12. I am as far as finishing the pkg-plist for
lang/gcc12, as well as a couple of fixes/clean-ups in the Makefile. Sorry I am
not able to complete the update as of now, tho, I thought it best to upload my
efforts thus far so they do not get lost. I did not get around to the LLVM
MinGW toolchain yet :-(
