Patch for pcsxr

Even if the fork recieved a bit more development it's abandoned and not
considered very good by today's standards. Redirect users to RetroArch and
possibly consider porting DuckStation (https://github.com/stenzek/duckstation)
if there's interest for a standalone emulator.
