For OpenSSL, link ${OPENSSLDIR}/certs to /etc/ssl/certs so certificates can be
verified out of the box.

For LibreSSL, link ${PREFIX}/etc/ssl/certs to /etc/ssl/certs so certificates
can be verified out of the box.
