[Bug 269114] irc/pounce: missing pkgconfig dependency

Weird you cannot repro it. In my case I can repro it by doing a build, then
deleting the pounce tarball manually, then redoing a build, and it fails b/c of
the unmet dependency.

I came across it b/c I worked on a pounce patch, added it to its files/,
deleted the pounce tarball, retriggered poudriere and it failed as described. I
thought it was my patch, despite it not having to do anything with the
configure phase, so I did reset the irc/pounce sources, but the problem
remained.

Either way, I'm not sure what side effect I hit, but pounce depends on
pkgconfig, and that dependency is not specified.
