So, I think I have figured out the problem. The configuration file
/usr/local/etc/strongswan.d/charon/eap-radius.conf along with the plugin
library /usr/local/lib/ipsec/plugins/libstrongswan-eap-radius.so were a
leftover from an older strongswan installation.
These files are missing from both 5.9.11 and 5.9.13 packages, but surprisingly
they were causing no issues with 5.9.11.
So, the whole issue is indeed a consequence of a local misconfiguration. Sorry
for the noise!
