Add a fix for the format_double test

One of the tests included by the upstream fails on FreeBSD (at least, on
14.x/amd64).

The fix is now available and the proposed patch adds it to the port. There is
no need to bump PORTREVISION, because the installed binaries do not change --
only a test is modified...
