victoria-metrics.patch

The proposed patch switches to GO_MODULE framework.
Also added a cluster version of victoria-metrics (with vminsert, vmstorage and
vmselect).
Also added vmalert rc-script for net-mgmt/vmutils.
Sanited rc-scripts.
