devel/mlmmj requires ATF to build, but the port doesn't list it as a
dependency. Its configure script uses pkg-config to check for the existence of
the 'atf-c' package; however, this FreeBSD commit[0] removed the pkg-config
files from the base installation of ATF.

The attached patch ensures that the devel/atf port (which does install the
pkg-config files to the system) is depended upon explicitly.
