Patch (apply with 'git am')

Universal Ctags in ports is installed as 'uctags'. Make sure this is Global's
default value (internally and as an example in the 'gtags.conf' file).

Remove the patch that suppresses the shebang line in
'pygments_parser.py.in'. '@PYTHON@' has to be replaced by 'configure', and will
be so to '/usr/bin/env python' if no Python is installed (which is the case in
a clean build environment).

While here, fix the license and remove perl5 from USES.

See attached patch (to apply with 'git am').
