When you upgrade webcamd from a package or from ports, it overwrites the file
/usr/local/etc/devd/webcamd.conf. It shouldn't do that.

root@kg-core1:~ # pkg info -l webcamd | grep webcamd.conf
        /usr/local/etc/devd/webcamd.conf
