add rc script

Description:

An rc script is required to facilitate the maintenance of darkhttpd and run it
at startup. In addition, the darkhttpd user and the darkhttpd group are added
to lower privileges and improve security.

QA:

* portlint: OK (looks fine.)
* testport: OK (poudriere: 13.1, amd64)
