Maintainer update.

Changes:
- update to newest release https://github.com/Backblaze/b2-sdk-python/releases
- update RUN_DEPENDS version requirements based on requirements.txt
- bump minimum python version as 3.6 support was dropped in 1.15.0
- reset PORTREVISION per handbook
- portfmt Makefile
- refresh setup.py patch
- drop requirement.txt patch

Tested on 12.3/amd64 with duplicity and a b2 backend.
