New port devel/py-e3-core

I had to port e3, by AdaCore, to FreeBSD, but I do not need it anymore, and I
do not intend to maintain it.

But if someone is interested, just take it and change the MAINTAINER field.

Poudriere build and tests are OK (some tests fail due to a missing
pytest-socket port).
