Patch for mpfr

* Switch to DISTVERSION to follow Porters Handbook more closely
* Use mirrors are first and fallback to main site if they fail
* Fix PATCH_SITES, only main site hosts patch files (unused right now)

Compile and runtime tested on FreeBSD 13.1-STABLE stable/13-n252834-a7766860e0f
(amd64) (make, make test, make check-plist)
Poudriere testport OK 12.3-RELEASE (amd64)
Poudriere testport OK 13.1-RELEASE (i386)

bofh@ kindly offered to do a build test on 13.1 (amd64)
