Mailman3 upgrade to 3.3.7

Current version in ports, 3.3.1 is outdated, and doesn't build because of
upgraded ports it depends on.

Maintainer has been unresponsive so I volunteer to maintain it. We're currently
building 3.3.7 in poudriere for our use.
