mail/wmmaiload: fix build on recent FreeBSD.

While we are at it, convert REINPLACE_CMD use to patches as per policy.
Also patch a few obviously wrong things.  Also add in missing dependencies.

Tested with Poudriere on armv7 arm64 FreeBSD 13.1.
