Patch against /usr/ports (main)

Port maintainer here. I have released Maven 3.8.6 two weeks ago. Attached is a
patch against main. Hope this makes it into next quarterly.

Changes:
* Upgrade to Maven 3.8.6
* Properly turn config files to samples
* Drop outdated mvn.sh.in, mvn(1) is an implementation detail and will be used
as such. Only MAVEN_HOME has been adapted otherwise the script is unchanged.

Please use my maintainer email address for the author in the Git commit.
