You're correct, but the current behavior is confusing.
The build doesn't fail and picks a (seemingly) random php version instead.

I think any of the following would make more sense:
- build failure
- build with system default (the default DEFAULT_VERSIONS setting, currently
8.0)
- build with latest supported version (currently 8.0)

But this is definitely not mail/roundcube specific and I can see that it's
probably not a high priority issue. Feel free to close this issue.
