Update to 3.0.0 with sphinx 4.3.x
devel/py-python-gitlab: Update to 3.0.0
- Update to 3.0.0 [1]
- Add missing dist file docs/changelog.md [2]
portlint: ok. looks fine.
testport: ok. 13amd64.
unittest: ok. 324 passed, 33 skipped in 3.74 seconds
Now using DOC dep. recently updated sphinx 4.3.1.
