net-mgmt/prometheus2: Update to 2.32.1

This patch updates net-mgmt/prometheus2 to v2.32.1, which includes multiple
bugfixes.

Prometheus v2.31.x were skipped due to an issue in modules2tuple which
prevented the generation of the GH_TUPLE list. This issue was reported upstream
on GitHub.

Because v2.31.x was skipped, the changelog for this release is a little larger
than usual. The changes can be viewed at:
