Setting PGBOUNCER_RUNDIR (PGBOUNCER_LOGDIR) differ than /var/run/pgbouncer
(/var/log/pgbouncer) while building causes incorrect generating of
pgbouncer.ini

Or it can to hardcode pkg-plist to use /var/log/pgbouncer instead
%%PGBOUNCER_LOGDIR%%. But it doesn't seem flexible.
