It shows up as "Disabled" in phpinfo(); FTP and OPENSSL are clearly part of the php modules, but since there are no settables or toggleables, switching FTPS on explicitly appears to be a no-go. A client stated that it first stopped working for them on the 16th (it is not a daily thing for them), so that tracks nicely with this change.
