Patch for tcprelay

Switch to release archive as per recommendation in Porters Handbook (USE_GITHUB
section)
Fix "make test" , it now runs but there are still tests that generates errors

Compile tested on FreeBSD 13.0-STABLE #2 stable/13-n248607-93a95ebbf7c (amd64)
(make, make test, make check-plist)
