Each of the pkg mirrors also serves distcache.freebsd.org, an archive of every
ports distfile ever referenced by a port, that we are legally allowed to
distribute.  In other words, every distfile that is not RESTRICTED or similar
is available on every pkg mirror.

Which files are you missing?  From which mirror?
