Update to v4.7.4

- Add environment variable to suppress update dialog
- Update JDK to v17 to satisfy future requirement

Builds, runs and passes portlint. The patch also contains a maintainer change
to myself since the current maintainer feedback timed out with my last patch.
Feel free to discard that change if deemed inappropriate at this time.
