solver shar file with SETUID removed by default

I took a look into seeing if I could get around SETUID for a normal user. It
does not seem possible so I've taken out the SETUID in the Makefile. The
program still builds and such but by default would need to run at root. If the
user needs to they can look into performing SETUID at their own discretion.
