trivial update of Makefile and distinfo

I am opening this bugs report to update:
 * devel/py-oci to 2.63.0 version [1]
 * devel/oci-cli to 3.7.2 version

The update should happen at the same time for both packages since oci-cli
depends on a specific py-oci version:
