new port: sysutils/rubygem-sd_notify

This new port is required for net/foreman-proxy version 3.0.1:
https://bugs.freebsd.org/bugzilla/show_bug.cgi?id=260019

This new port apparently is not actively used on FreeBSD (due to the lack of
systemd). However, the alternative would be to patch the source code of
foreman-proxy, which is usually not desireable. So I'd assume that shipping a
tiny no-op dependency port is the better approach.
