openconnect-devel port

Hi FreeBSD porters,

I submit a new port security/openconnect-devel. This port is pretty similar to
security/openconnect, but I try to address the following issues:

security/openconnect port keeps in released version. That is fine and
desirable, but the released versions cycle is slow, and since the last release
(May 2020) a lot of work in the project have been done: new protocols have been
added, as fortinet or f5. I have tested those protocols in the last version of
the source code and works great. Therefore, I think that a -devel version
should be present in the FreeBSD ports tree. Moreover, I have trying to enable
all the possible options in configure (I believe that port options in a -devel
version is not appropiate).
