Update to 1.10.1 

Changes:

Automate the release process with GitHub Actions
Use setuptools_scm to manage package versions
The layout is now an actual package rather than a single module
Clean up unused files


There's a new build dependency: devel/py-setuptools_scm, both ports depending
on py-flask-compress (graphics/py-hiplot and www/flexget) seem to be fine with
the new version, as per upstream requirements.txt/setup.py.
