This patch updates tautulli to 2.7.3.

Updates worth mentioning:
- Upgraded plexapi package (compatibility with new plex movie and tvshow
scanners)
- Dropped support for python2

testport ok
runs in production in my setup (FreeBSD 13.0 amd64)
