Since this port builds successfully against 3.11.0a3, my preference is to omit
an upper bound on the python version. Upstream is unlikely to make support
official until after the 3.11.0 release. I would rather bet that the port will
be 3.11-compatible and have to fix a discovered problem, than to bet against it
and have to remove an artificial restriction.
